Understanding Florida's Primary Medicaid Waiver for IDD Services

The iBudget Waiver is Florida's primary Medicaid-funded program for individuals with intellectual and developmental disabilities. It funds a wide range of services including group home placement, supported living, behavioral therapy, assistive technology, respite care, and more. But there is one brutal reality every family must understand: the waitlist currently has over 40,000 individuals on it, and the average wait time is more than 10 years. Every year you delay getting on the list is a year added to that wait.

You do not need to be ready for services to apply. You only need to be eligible. Apply now โ€” even if placement is years away.

    Who Is Eligible?

To qualify for the iBudget Waiver, an individual must meet all of the following criteria:

    • Be diagnosed with autism, cerebral palsy, spina bifida, Prader-Willi syndrome, intellectual disability, or Down syndrome
    • Have a disability that manifested before age 18
    • Be a Florida resident
    • Be a U.S. citizen or qualifying immigrant
    • Meet Medicaid income and asset requirements (or be receiving SSI)

๐Ÿ’ก Children as young as 0โ€“2 years old can be placed on the waitlist if they have an eligible diagnosis. Starting early can shave years off the wait.

Step 1: Contact Your Local APD Area Office

The Agency for Persons with Disabilities (APD) administers the iBudget Waiver across 15 regional offices in Florida. Your first step is to contact the APD office serving your county to request an application and initiate the enrollment process.

For families in the Orlando metro area, contact APD Region 7 (Central Florida). You can find contact information at apdcares.org or call APD directly at (866) APD-CARES.

Step 2: Complete the iBudget Waiver Application

The application requires documentation of the disability, Florida residency, Medicaid eligibility, and the individual's functional level. You will need:

    • Proof of diagnosis from a licensed physician or psychologist
    • Birth certificate or proof of age
    • Proof of Florida residency (utility bill, lease, etc.)
    • Social Security card or number

Step 3: Level of Care Evaluation

Once your application is submitted, APD will conduct a Level of Care evaluation to confirm the individual meets the clinical threshold for waiver services. This assessment evaluates adaptive behavior, support needs, and functional limitations. It determines both eligibility and โ€” eventually โ€” the level of funding in the iBudget.

๐Ÿ’ก Bring documentation of your loved one's most challenging days to the evaluation โ€” not just the typical days. The funding determination should reflect the full range of support needs.

Step 4: Get on the Waitlist

Once deemed eligible, your loved one is placed on the Home and Community-Based Services (HCBS) waitlist. The waitlist is managed by priority level. Individuals in crisis or at imminent risk of institutionalization receive higher priority. All others are served in order of application date โ€” which is why applying as early as possible is so critical.

You will receive a waitlist notification letter with a priority status. Keep this documentation. Your position on the list is tied to your original application date.

Step 5: Assign a Waiver Support Coordinator

Even before services begin, APD may assign a Waiver Support Coordinator (WSC) to your case. A WSC helps navigate the system, identify providers, connect families to other available resources, and prepare for the eventual transition to waiver-funded services. If you are not assigned a WSC automatically, request one.

    Step 6: Plan for Transition

As your loved one approaches active waiver status (when funding becomes available), your WSC will help develop an Individualized Budget and connect you with approved service providers โ€” including group homes. This is the time to begin seriously evaluating providers, touring homes, and identifying the right fit.

Waiting until waiver funding is active to begin evaluating providers puts you at a serious disadvantage. The best homes have limited availability. Start building relationships with providers now.

What the iBudget Waiver Pays For

Once active, iBudget Waiver funds can cover a wide range of services, depending on need:

    • Group home residential services (like those provided by Audubon Gardens Group)
    • Supported living and in-home supports
    • Behavioral analysis (ABA) and therapy
    • Assistive technology and adaptive equipment
    • Respite care for family caregivers
    • Day habilitation and employment supports
    • Transportation to and from services
